Revised Missing Persons Authorised Professional Practice

The College replaced the previous Missing Persons APP following a review. The revision spans initial contact, risk assessment, investigation, partnership working, governance, support services and specific-investigation appendices.

Operational significance: Police risk classification remains distinct from SAR Search Management judgement, but the APP governs much of the information, risk framing and investigative activity that should feed the Search Management initial incident picture. The breadth of the revision justifies checking local information-request prompts and handover assumptions against current police practice.

UK lowland transferability: Directly transferable at the police–SAR interface.

Limitations: The change log does not provide a usable clause-by-clause comparison, and previous versions have been archived. It is therefore unsafe to infer exactly what changed merely by reading the present text.

Training sections: Initial Incident Picture; information gathering; subject vulnerability and urgency; scenario development; police liaison; continual reassessment; handover.

Training decision — Monitor: Conduct a deliberate APP-to-manual crosswalk before amending training. Do not turn police risk categories into a substitute SAR prioritisation tool.

Overall training implications

The strongest actionable message is about assurance rather than additional theory:

  • Reinforce that POA, POD and POS are estimates supporting judgement, not objective facts.

  • Teach resource efficiency as a question—“What expected value are we obtaining for this effort?”—without introducing an unvalidated scoring tool.

  • Test ambiguous subject profiles and inconsistent location language in exercises.

  • Require Search Operations to distinguish task deployment from verified coverage.

  • Make map annotations, debrief quality and track capture part of shared situational awareness.

  • Treat unsuccessful searching as a trigger to revisit assumptions, task execution and information quality before automatically expanding the area.

  • Cross-check the manual’s police-interface material against the revised Missing Persons APP.
